On Building a Powerful State

Master Xun believed that the government should exalt ritual, honor the worthy, emphasize the law and love the people in order to make a state powerful and prosperous. A country could not become stable and strong till the power of morality was promoted so that ritual and music were perfect, justice and law were rigorous, and the people’s support was won.
