The Parliament of the Beijing-based Government of the ROC was defective in conception and incapable in practice. Suppressed by such warlords as Yuan Shih-k’ai and Duan Qirui, it was dissolved and reconvened several times, barely having room for its full operation. A close examination of the Parliament indicated that it was constituted of factions instead of political parties, and its election was also laden with many disadvantages.
