Increasing Digital Footprints: A Study of India’s Digital Diplomacy in the Interconnected World

摘要

Indian foreign policy has evolved significantly from being concerned with being the dominant voice of the third world to forwarding its potential to emerge as a major power on its own terms. In an interdependent international system India’s strategic objectives and engagements are harnessed to enhance its status attribution and enhance its global influence. Changes at the structural level, impending power uncertainties coupled with India’s own growth and desire to be acknowledged as a major power has significantly altered India’s diplomatic maneuvers. The traditional institutional diplomacy underwent a transformative shift with the emergence of digital modes of communication. The integration of digital modes of communication into India's diplomatic strategies has not only transformed the way information is managed but has also provided avenues for engaging in public diplomacy and shaping public perceptions on a global scale. With the proliferation of social media platforms, online communities, and instant communication channels, diplomacy has found new avenues to manage information, engage with public diplomacy, shape public perceptions, engage in international dialogues and promote national image, thus increasing connectivity and transparency. The digital era has provided India with opportunities to leverage various digital platforms and communication tools to disseminate its ideas, strategic vision, counter misinformation and amplify its cultural and economic strengths on a global scale. Through carefully curated online campaigns, engaging social media presence, and innovative digital initiatives, India has, in some respects, projected itself as a responsible global player, a vibrant cultural hub, and an attractive destination for investments and partnerships. Social media platforms such as Twitter, Facebook, Instagram, and YouTube along with the digital initiatives of MEA like NEST or Digital India have emerged as powerful channels for engaging with other countries, international and regional institutions, individuals, communities enabling India to share its perspectives, values, and achievements directly. India's engagement in digital public diplomacy reflects its commitment to leverage technology and harness the power of digital platforms to effectively project the niche strategic objectives of a rising India, to highlight India’s take on diverse foreign policy issues to the global community. By strategically utilizing digital tools, fostering partnerships, and actively participating in online conversations, India strives to build lasting connections, dispel misperceptions, and foster a favorable international environment conducive to its foreign policy objectives. This chapter seeks to explore the role of digital diplomacy as it assists India's endeavors to shape perceptions and enhance its global image and consolidate its footing as an influential emerging power.
