Preparing for Disasters Through Citizenship Pedagogies

The subject area which should include DRR education is an ongoing debate. At the same time, school hours are crammed without a margin in many national curricula. This chapter proposes an educational methodology, ‘citizenship pedagogies (CP)’, which embeds DRR education in the existing provision of citizenship education. The version of ‘citizenship’ we use works to ensure inclusion and social action by utilising theories of universal citizenship. The principle of CP is that children have agency and can make decisions through deliberation. Drawing on a case study from Japan where DRR education is implemented in CP as part of the Integrated Study in an elementary school, we explore implementation in Citizenship education through Key Stages 3 and 4 in England. This provides opportunity for policymakers and teachers to enact DRR into existing curricula, improving capacity and responses to disasters from collaborative and participatory student, school and community co-creation, and communication methods.
