Disaster and Climate Change Education: Importance of Local Governance

摘要

Since the twenty-first century, climate change has been becoming more serious year by year due to human economic and social activities. It causes many losses and damages in not only environmental but also social and economic aspects, especially as disaster. Therefore, SDGs set challenges of climate change as Goal 13, and ESD emphasizes Climate Change Education (CCE) as top priority on “Berlin Declaration on ESD” in 2021. In this context, UNESCO has launched “Green Education Partnership” focused on CCE. To implement CCE effectively at each nation and local level, governance should take crucial role at all level. In this chapter, how policies and strategies of local, national and global governments promote and empower the efforts of CCE including disaster education in Japanese case will be discussed.
