The Baltic Sea Region: Education, Research, Innovation, and Training Policy in a Changing Europe

A comprehensive look at the Baltics requires more than just country-specific case studies. It is essential to constantly examine the evolving collaborative patterns governing the Baltic Sea Region as an inseparable part of the wider European project. This chapter analyses the 2023 outlook of the Baltic Sea Region education, research, innovation, and training policies, focusing on the Policy Area Education and Policy Area Innovation of the EU Strategy for the Baltic Sea Region. This examination of cooperation routines detects continuity and change in the EUSBSR repertoires and thematic orientation amidst geopolitical volatilities caused by the war in Ukraine. The chapter is based on the document review, academic and grey literature review, and consultations with the Policy Area Coordinators.
