The Educational Policy on the Parent-School Cooperation in China

This chapter examines the educational policy on parent-school cooperation in China. The policy of parent-school construction and development serves as the guiding basis for local construction and development of the parent school. A two-dimensional analysis framework is constructed based on the development elements and policy tools of parent-school construction and development. A quantitative analysis of the policy texts on parent school construction and development reveals that these texts are relatively insufficient and that the allocation of policy tools differs. In terms of system guarantee, command tools are dominant, while in the area of material security, incentive tools are ineffective. This analysis of the parent school construction and development policy tool matching allows us to identify the optimal structure of policy tools for the construction of parents’ school policy. In order to achieve the maximum effect of policy objectives for school construction and development, it is necessary to strengthen the supply of three aspects: the supply of resources, the supply of information and the supply of support. This will enable parents to achieve their goal of ascension, which helps to improve their family education level.
