Family Education Guidance Service Policy in China

This chapter examines the policy of family education guidance services in China. Family education is the foundation of an individual’s educational experience, encompassing both school and social education. With the growing recognition of the importance of family education, there is a corresponding increase in the demand for high-quality guidance services. The composition of a professional guidance team is crucial to the effectiveness and quality of the services provided. The Family Education Promotion Law of the People’s Republic of China, which came into effect on January 1, 2022, represents a significant step forward in the legal framework for family education at the national level. It is crucial to grasp the purpose of this legislation and to implement family education guidance services in an effective manner. This will ensure the holistic development of minors and contribute to the construction of a high-quality education system in the new era. Article 27 of the Family Education Promotion Law of the People’s Republic of China states that local governments and relevant departments are obliged to establish a professional team of family education guidance and service, to provide training for professionals, and to encourage social workers and volunteers to participate in the aforementioned work. The construction of a professional team of family education guidance and service providers with the requisite educational background, ability to consummate and guide, and level of expertise is of great significance. This is especially pertinent considering the significant role that such a team can assume in enhancing the educational acumen of parents, their attitudes and competencies, as well as the overall quality of students. Furthermore, the establishment of such a team can serve to better guide the whole society to pay attention to family, family education and family traits, and to carry forward the Chinese nation’s noble traditions of family education.
