Family Education Resource Allocation Policy in China

This chapter examines the family education resource allocation policy in China. Over the past 40 years, China has promulgated a series of policies and measures to boost the development of family education. On October 23, 2021, the Family Education Promotion Law of the People's Republic of China was adopted at the 31st Session of the Standing Committee of the 13th National People’s Congress of the People’s Republic of China and came into effect on January 1, 2022. The improvement of family education legislation is conducive to the activation of home-school cooperation and the establishment of a new cooperative partnership between family, school, and society. Family education links school education with social education, which is the basic component of the educational ecosystem. Family education legislation is an important content to promote the modernization of the educational governance system and governance ability. In the context of the new period, the implementation of the “comprehensive two child” policy, the requirements of the national strategic goal of urbanization and the characteristics of family population mobility will present new challenges to the balanced supply of education public services and the rational allocation of educational resources.
