Catching Up with the Times

Following the nine years of progress from 1978, when the 3rd Plenary Session of the 11th CPC Central Committee was held, to 1987, when the CPC 13th National Congress was held, the concepts of reform and liberalization grew more distinct, producing increasingly impressive outcomes. Reform and opening up had become the defining characteristics and central themes of the new era.
