Their level of engagement is an indication of their resources and capabilities. By using internet, NGOs are establishing worldwide networks, and coalition; they could sustain long-term campaign. Where there is deficiency of democracy, the question of activists and human rights defender's security is a concern. That should be dealt at war footing.
