Property Rights Reformation and Market for Collectively Owned Land Parcels (2008–2015)

In the early days of 2008, the curtains were drawn on Chengdu's rural property rights reformation. Zhanqi Village emerged as the testing ground for this endeavor, anointed by the county committee and government. They set in motion the registration and certification of rural land and housing rights, culminating in the establishment of a collective economic organization on April 20, 2011, boasting 1704 members. A total of 1937.448 mu of arable land was subsequently distributed equitably among these members from the village’s 1938.36 mu. The unified management and operation of this land were entrusted to the Zhanqi Vegetable Cooperative in Tangchang Town, Pixian County. As for the collectively owned land parcels (集体建设用地), Chengdu Jifeng Investment Management Co., Ltd. took the reins, ensuring the village's land was managed, transferred, and allocated uniformly. By elucidating property rights, Zhanqi Village laid the foundation for forthcoming asset appraisals and the establishment of a collective asset management firm, all in preparation for the market exchange.
