Challenges of Accessibility

Social security is a core public service as well as recognized as a human right by the international human right regime. Providing social service to deserving citizens is the primary responsibility of the state. This chapter illustrates the challenges faced by women with disabilities and financial insolvency in rural area in Bangladesh in accessibility to social security. As a key public service, this chapter identifies some barriers of accessibility to social safety net program. Moreover, analysis has been made on the existing policies of Bangladesh relating Allowances Program of Insolvent Persons with Disabilities from the perspective of international human rights law to identify policy gaps. Furthermore, this chapter identifies the challenges of accessibility to social safety net program by beneficiaries having intersectional identities (gender, disability and financial insolvency) in rural area of Bangladesh. It has presented structural and cultural barriers hindering accessibility to Allowances Program of Insolvent Persons with Disabilities by women with disabilities and financial insolvency in rural area.
