The Uncertain Decision on Power and Green Certificates Trading of Electricity Sellers Under Renewable Portfolios Standards

The renewable energy consumption influences the economic return and sustainable development of green power, which makes a key effect on carbon neutrality. The renewable portfolios standards (RPS) is a policy to restraint the electricity sellers to consume green power. This paper focuses on the uncertain decision problem of electricity sellers in power and green certificates trading, and builds a two-stage programming model with random and interval variables to describe the uncertainty. The power and green certificates trading are considered in the different time scales in this model to guarantee the decision flexibility. Meanwhile this paper proposes a price curve principle to help the green certificates trading with the unknown price trends. A case study is adopted to indicate the effectiveness of the proposed model, and show the market and policy effect on the renewable energy consumption through the scenario analysis. Based on the scenario analysis, it can be found green certificate price have influence on actual green power consumption enthusiasm. And the effect of policy requirement on promoting green power consumption is more stable and controllable, compared with green certificates price.
