Dynamics Simulation of NGO Relief Goods Supply Systems Post-flooding Considering Deprivation Levels

Timely and effective post-flood relief is crucial for mitigating the losses caused by disasters, relying heavily on a system capable of rapidly and safely supplying relief goods. The transportation of relief supplies is one of the important functions of non-governmental organizations (NGOs), as they have unique advantages in this area. However, the supply of relief materials is a complex system problem, and traditional supply chain evaluation methods cannot adequately measure the transportation of NGO relief supplies. Therefore, this paper establishes a system dynamics model of post-flood NGO relief supply transportation to investigate this issue. Using the 2021 Henan flood as a case study and introducing the concept of “deprivation level,” this paper simulates the NGO relief supply system. The study found that the coordination center’s decisions are more significantly affected by information delays, and the golden period for emergency supply provision by NGOs typically spans the first seven days after the disaster. Additionally, NGOs adopting an 8-hour dispatch frequency are better able to alleviate supply shortages. This study expands the research on system dynamics simulation in the field of humanitarian logistics and can provide recommendations and guidance for future NGO relief goods supply.
