Differentiation of CSR Approach at Public Institution in Madagascar

The global paradigm shift toward the sustainable development model has led to an increasing demand for accountability from stakeholders. At the private sector level, this contribution has been made through CSR. Many studies have been conducted on CSR in private companies. Therefore, this study examined the CSR of a public institution in Madagascar that interacts with large companies that are familiar with the CSR approach. This type of organization wants to embrace the current change and define its own internal CSR strategy to provide better working and living conditions to its staff. The objectives of this study are to understand the situation and the perception of CSR by internal stakeholders, to identify the strategic priorities of the public institution in terms of CSR, and to design a model of CSR in public institutions. The methodology of the work includes a literature review, a definition of the theoretical framework, a collection of primary data with 30% of the employees as samples, and statistical and strategic analyses of the results obtained. The priority issues identified by the study are related to the quality of life at work, the social dialogue, the integration of CSR into the general strategy of the institution, the risk management, and the environmental management. There are four stages in a public institution's internal CSR approach: the indifference stage, the awareness stage, the political commitment stage, and the assimilation stage. The coexistence of different CSR profiles within the business community highlights the symmetry of CSR. This symmetry creates an opportunity for complementarity and a lever for CSR improvement for each of the partners and bring greater CSR maturity to stakeholders.
