Rule of Law, Rule of Wisdom and Rule of Both Law and Wisdom: Shenzhen’s Explorations for and Practices of Urban Governance Modernization

In the 40 years since the establishment of the Shenzhen special economic zone, the rule of law, rule of wisdom and rule of both law and wisdom have created a standardized, efficient, orderly, and dynamic environment of a market economy and social development for Shenzhen. In the future, Shenzhen should continue to reshape the urban governance system and rules with the concept of rule of law, and continuously improve the level of urban governance under the rule of law; it should make full use of information and intelligent technology to reshape the urban governance chain, and continuously improve the level of smart urban governance; what’s more, it should reshape the urban governance procedures in the spirit of co-construction and co-governance, continuously improve the level of democratization of urban rule of law, and promote the integration of rule of law, rule of wisdom, and rule of both law and wisdom to form a joint force, thus creating a multiplier effect in improving the level of urban governance, and realizing the modernization of the urban governance system and governance capacity.
