Promotion of the System of Innovation and the Path of Regional Synergetic Development of China’s Special Economic Zones

Internationally important metropolitan areas have shown a synergy of development between growth poles and hinterland. Similarly, in China, the process of the integration of the Yangtze River Delta led by Shanghai is in full swing and is stepping into the track of acceleration. It can be seen that the development competition and cooperation among the cities has transformed into competition among city clusters. Therefore, to give full play to the leading and exemplary roles of the Pilot Free Trade Zone in the national strategy of the Guangdong–Hong Kong–Macao Greater Bay Area, it is necessary to allow Qianhai to play a key function of leader and form a strong inter-regional synergistic developmental effect. According to the timing arrangements for Qianhai to achieve regional synergetic development set forth in the “The Work Plan of China (Guangdong) Pilot Free Trade Zone the Shenzhen Qianhai Shekou Area Management Committee on Constructing a Reform and Innovation Collaborative Demonstration Zone for a Pilot Free Trade Zone”, the regional synergetic development driven by the growth poles needs to be advanced gradually in stages, and the formation of a strategy of synergetic development also needs to be followed up continuously to advance in sync with the fact of synergetic development. Based on the trajectory of the “polarization-driven” effect of pioneer development areas in the world, this article studies and judges the content, mode, and path for Qianhai to follow in order to realize its synergetic development through the promotion of innovative systems, and how to further expand Shenzhen’s pioneering demonstration effect.
