Study on the High-Quality Development of the Hainan Free Trade Port

In the past few decades, relying on the creation of exports and the upgrading of technological infrastructure, China’s special economic zones have grown at an unprecedented rate. However, faced with the volatile and rapid changes in the economic situations at home and abroad in recent years, the special economic zones are in urgent need of reform and upgrading and shifting from export-oriented and manufacturing-oriented development to domestic demand-oriented and service-oriented development. The Hainan Free Trade Port has the foundation and potential for high-quality development and will become an important gateway for China to realize the growth potentials of the new “dual-circulation” pattern of development. Therefore, the Hainan Free Trade Port should aim at the far-reaching goals of the “14th Five-Year Plan”, pinpoint its developmental orientations, actively break the constraints of population, resources and internal differences faced by the leap-forward development of the Hainan special economic zone, and promote institutional innovation, industrial transformation, consumption upgrading and regional coordination, which will help activate the high-quality development of the Hainan Free Trade Port.
