Dingbian Menu-Based Big Data Management System

Dingbian, located in Shanxi Province, was home to over 10,000 impoverished individuals who faced the need for rational and efficient allocation of resources as a critical consideration for poverty alleviation. To better understand the unique needs of individual poor households overwhelmed with excessive information, the county government adopted a targeted poverty alleviation strategy and customized it to create ‘menu-based’ poverty alleviation measures. This initiative was empowered by dynamic databases, data management, and the standardization of active account management. For comparative analysis in this chapter, Brazil’s Bolsa Família social welfare program, which includes conditional cash transfers, was also studied.
