Government has power and its misuse is risky for both society and business, like red tape or coercive laws that inhibit innovations. Government delays add to costs to both society and business; technology can assist it to do more and perform better, government also delivers a safe environment for both subsystems to operate within and digitalisation may reduce operational costs for a democratic safety case.
