ASEAN Energy Resilience Assessment Guideline

摘要

Growing severity of climate impacts created an awareness of necessity for climate actions of ASEAN member states. At the 26th United Nations Climate Change Conference of the Parties, national pledges, regional targets, and commitments were announced with an ambitious will to achieve carbon neutrality and net zero emission goals. National Energy Technology Center (ENTEC) is among the research institutions which places importance on promotion of research and innovation that supports development and industrial deployment of clean energy technologies. ENTEC pioneered energy resilience concept specifically for renewable energy systems and conducted a series of energy resilience workshops in the ASEAN region, leading to the launch of ASEAN Energy Resilience Assessment Guideline. The guideline was recognized and endorsed by ASEAN bodies, resulting in continuous efforts to pursue capacity building programs on energy resilience assessment among interested parties in the region. This chapter attempted to introduce methodological framework and standard operating procedures for the assessment in detail in order to disseminate the practical use of the guideline and facilitate the adoption for solar power systems. The methodological framework gives an overview of energy resilience assessment flow, while standard operating procedures present the full process of conducting a systematic energy resilience assessment for solar power systems. Ways forward for the application of the assessment guideline and cooperation among ASEAN member states were also elaborated and discussed.
