Incorporating Resilience in National Energy Plan: The New Philippine Energy Plan

National energy plans play a significant role in responding to national energy needs and managing energy supply. Due to its geographical location, the Philippines encounters a series of unwelcome natural disasters and suffers from the climate crisis. A chapter on resilience of energy infrastructure is included in the Philippine Energy Plan 2020–2040 to formulate the strategy to cope with existing and future climate events and show an active stance towards disaster risk reduction through energy resilience enhancement while transitioning to a low carbon future. Upon the setup of Task Force on Energy Resilience, adoption of the principle in planning and implementing resilient energy projects significantly strengthen national energy facilities against disruptive events. To ensure the pathway towards energy resilience, the Philippines set its course and national directions as deploying Resilience Compliance Plan to foster climate adaptation and disaster risk reduction, updating National Energy Contingency Plan to incorporate existing disaster risks, formulating Energy Resiliency Roadmap to integrate common measures for further adoption, and developing Energy Resiliency Standards to advance energy resilience capabilities. At regional level, the Philippines along with international partners co-developed APEC Energy Resiliency Principle to promote energy security and achieve sustainable development. They also issued APEC Energy Resiliency Guidelines to share best practices from APEC economies, where proven resilient measures and solutions were presented.
