Revenue and Expenditure of Social Insurance Fund Budget

The concept of the “social insurance fund budget,” as defined by the revised Budget Law of 2018, refers to the funds raised through social insurance contributions, allocations from the general public budget, and other sources, specifically earmarked for the income and expenditure of social insurance programs. The social insurance fund budget must be compiled separately according to different coordination levels and social insurance projects, ensuring a balanced income and expenditure. The social insurance fund budget consists of two main components: social insurance fund income and social insurance fund expenditure. Social insurance fund income is a form of mandatory, designated fiscal revenue, which is exclusively used for government social insurance programs. Social insurance fund expenditure includes various costs associated with pensions and pension management fees for employees of state-owned enterprises (SOEs) and the expenditures of unemployment benefits, medical expenses, funeral subsidies, and other related costs for SOE unemployed workers, all managed by the respective social insurance agencies.
