Since July 2023, during his inspection tours in Sichuan, Heilongjiang, Zhejiang, Guangxi, and other provinces, General Secretary Xi Jinping has emphasized the need to integrate resources for sci-tech innovation, spearhead the development of strategic emerging industries and future industries, and accelerate the formation of new quality productive forces. At the Central Economic Work Conference in December 2023, it was explicitly stated that sci-tech innovation should drive industrial innovation, particularly through disruptive and cutting-edge technologies, to foster new industries, models, and drivers of growth, thereby advancing new quality productive forces. In January 2024, during the 11th group study session of the Political Bureau of the Communist Party of China (CPC) Central Committee, General Secretary Xi Jinping reiterated, “Developing new quality productive forces is an endogenous requirement and a pivot of high-quality development, and that efforts should be kept up to promote innovation and faster development of new quality productive forces.” (Xi, 2024b).
