In 1978, the Third Plenary Session of the Eleventh Central Committee inaugurated the reform and opening-up of China. Forty years have passed since then, during which time the international environment in which China finds itself, and China’s international status and foreign policy have all changed significantly; accordingly, the theory and practice of international communication, as an important part of the country’s overall strategy and foreign relations, have also undergone profound changes.
