Since the reform and opening up 40 years ago, China has made rapid economic development—one of the important reasons is decentralization and market reform. Through more than 10 years of decentralization reform, China has gone all the way from the planned economy system before the reform and opening up to the middle and late 1990s. Not only local governments, state-owned enterprises, and other state-owned departments managed by the central government through the way of “unified revenue and expenditure” under the original planned economy have gained greater independent decision-making power but also the lifting of restrictions on non-state-owned economy has stimulated the entry of foreign capital and private capital.
