The Paris 2024 Olympic Games, Steering a “Major Project” Like Any Other?

There is an abundance of literature on both the Olympics and project management. But the dialog between the two is much less common. This chapter confronts them by discussing the arguments put forward by Dan Gardner and Bent Flyvbjerg in their recent book (How big things get done. Basingstoke: Pan Macmillan, 2023), around one main question: can the preparation and organisation of the Paris Games be steered like any other large project? The question is not as simple as it seems, because of the urban dimension of this project. This paper highlights the peculiarities of the production of the Paris Olympic facilities in terms of steering methods, as well as the influence of the primacy of legacy in this project.
