Evaluation of Comprehensive Transportation Development Based on the Smart Growth Theory

In order to quantitatively and accurately analyze the comprehensive transportation development mode and stage, the Smart Growth theory of urban planning field was introduced innovatively to evaluate it. Selecting the four dimensions of density, continuity, centrality and hybridity that are compatible with comprehensive transportation development in the Smart Growth theory, taking Zhejiang Province, which has relatively complete comprehensive transportation and a small area in China as an example, and set 18 evaluation indicators, covering road, railway, water transportation, aviation, etc. And further determine the weight of the indicators according to the expert scoring method and the coefficient of variation method, and obtain a quantitative evaluation indicator system for comprehensive transportation development in Zhejiang Province. Collecting data in 1990, 2000, 2010 and 2020 of Zhejiang Province, the Smart Growth index of comprehensive transportation is obtained, which are: −0.65, −0.33, 0.26 and 0.59, respectively. The results show that the comprehensive transportation development in Zhejiang Province was in a period of spreading growth from 1990 to 2000, and it was in the transition period from spreading growth to smart growth from 2000 to 2010. It completely entered the smart growth period from 2010 to 2020, and it is expected to maintain smart growth after 2020, comprehensive transportation development of Zhejiang Province tends to be integrated and intensive. It provides a reference for the future development direction of comprehensive transportation.
