The Need for a New Paradigm

The shifting global development paradigm, marked by anti-globalization and nationalism, has prompted a reevaluation of international development funding and implementation methods. Over six decades, project management (PM) in this field has evolved from traditional to critical approaches. Key global initiatives like the “Grand Bargain” and frameworks such as the Sphere Handbook emphasize localization and accountability to affected communities. However, power imbalances between donors and recipients hinder the effectiveness of International Development and Aid Projects (IDAPs) effectiveness, necessitating greater community involvement. Total Quality Management (TQM) has emerged as a holistic approach to improve organizational productivity and quality in managing IDAPs. Despite the comprehensiveness of PM standards like the PMBOK® Guide, industry-specific adaptations are needed to address the unique challenges of IDAPs, emphasizing cultural context, governance, and sustainability.
