摘要

Based on the findings in the previous chapters, this chapter discusses the timing and approaches for the effective integration of soft assets in smart, resilient city development. It also reviews the findings from the interview responses from the two Indian city case studies then proposes several options, including institutional arrangements, to build sustainable smart and resilient cities. Overall, the range of responses demonstrates a snapshot of how soft assets have been incorporated in each city. The different results from the planning and implementation stages can be attributed to several factors. In the value creation process, identifying the influential nodes is important to understand where soft assets incorporation is more concentrated than others and managed strategically. However, the quality and values are context specific and the level of scalability and ultimate impacts are unpredictable. Therefore, the results of the comparative analysis present only a snapshot of the various city approaches. This chapter also explains the importance of the concept of “wholeness” in addressing citywide appraisal and proposes a “co-value creation model” as a solution.
