摘要

Probability theory and methods are commonly used in the process of information dissemination to describe propagation characteristics, predict development trends and provide guidance for final decision-making. When the information data is hesitant fuzzy set, due to its irregular form, many commonly used probability models may fail. In response to this situation, we first explore the operational rules for real matrices and hesitant fuzzy matrices, and then utilize the appropriate hesitant fuzzy operations to investigate the transmission law of hesitant fuzzy opinions based on probability theory. By developing a model to predict the evolution of hesitant fuzzy opinions, the hesitant fuzzy DeGroot opinion dynamics decision-making method is derived and applied to emergency decision-making for public health events.
