Navigating the Artificial Intelligence Dilemma: Exploring Paths for Norway’s Future

摘要

This position paper delves into the complex intersection of Artificial Intelligence (AI) deployment, human rights implications, and discriminatory practices in recruitment within Norway. In response to the global discourse on AI regulatory frameworks, the adoption of Fundamental rights impact assessments, inspired by the recent EU AI Act is advocated. Moreover, a critical knowledge gap and a reliance on abstract ethical principles is identified, and Norway is urged to align its national strategy with emerging international standards. Drawing attention to systemic discrimination in the labor market, particularly against non-ethnic Norwegians, the need for rigorous risk assessments before deploying AI systems in recruitment is emphasized. The government’s acknowledgement of a lack of competence in the public sector and recent steps toward AI regulation are recognized, but these also prompt a call for comprehensive measures aligning with human rights principles.
