Global Agendas in Higher Education and Current Educational Reforms in Albania

Education is an ongoing process that aims to improve the service of educating new generations and helping them become good citizens. Due to education being a process, different countries implement different systems to better achieve their goals, with the system in Albania having faced challenges through the years. This chapter provides a comprehensive view of the global agendas regarding higher education, as well as the current educational reforms on the Curricula, Scientific Research, Budget Allocation, and Financial Support of Excellent Students as implemented in Albania. Moreover, it emphasizes the importance of the specific laws, bylaws, orders, and action plans that regulate Albania’s higher education system as fundamental tools for improving and developing the coordination and administration of education at a national level. The chapter also unveils the recommendations the European Union (EU) provides through annual reports on progress in this regard, which even concern the status of Albania and its opening of negotiations with the EU. On the other hand, it highlights the transformation of the Albanian education system after the post-communist regime and the signing of the Bologna Declaration in 2003. Furthermore, the chapter attaches importance to the need to adopt the EU’s higher education standards, which have brought the necessity of investments in higher education, not only regarding infrastructure but mostly in the curricula, administration, and legal initiatives that will create a modern and improved quality of Albania’s higher education system.
