Since the beginning of the twenty-first century, with the increasing frequency of human activities, various disaster events have occurred worldwide. Among them, global public health emergencies are characterized by their far-reaching impact and long duration. These events have claimed countless lives, caused significant losses in regions affected by outbreaks of infectious diseases, and posed enormous challenges to social governance. Following major outbreaks, there is often a high demand for emergency supplies that cannot be met. Therefore, the primary objective of emergency rescue decision-making is to efficiently carry out emergency rescue operations, minimize casualties and property losses in disaster-stricken areas, and achieve the timely supply of emergency materials.
