Barriers to Hybrid Work Among IT Professionals: A TOE Perspective From a Developing Economy

The increasing global interest in hybrid work models has prompted organizations to adopt this setup, combining remote and in-office work. Using the Technological, Organizational and Environmental framework, we interviewed 15 information technology professionals to understand the various reasons that hinder the seamless implementation of hybrid work. Applying thematic analysis to the interview data, we identified three prominent barriers to hybrid work among IT professionals: (1) technological barriers such as obsolete ICT devices, internet connectivity issues, and data privacy risks; (2) organizational barriers such as lack of company regulations, limited organizational financial capacity, peer resistance, and (3) environmental barriers such as lack of government regulations, unprepared educational systems, and non-conducive work environments. This study adds to the existing literature by highlighting the difficulties that developing countries encounter when implementing hybrid work. By identifying these barriers, the study aims to provide valuable information to stakeholders, policymakers, and organizations, enabling them to develop effective strategies to overcome these challenges and ensure the successful integration of hybrid work in the future workplace.
