Climate Mitigation and Adaptation in Policymaking

Policy measures refer to all phases of the disaster cycle: pre-disaster, response, and post-disaster. The biggest area for reform involves the pre-disaster phase, where considerable financial and staff resources will need to be invested in prevention—mobilising funds, securing investments for disaster risk reduction, and building capacities for response and monitoring. Reconstruction in the post-disaster period overlaps with prevention in the pre-disaster phase, as new events will need to be anticipated and efforts made to build back better. With more frequent shocks, countries also need to check on the capability of their systems to withstand multiple jolts, with strengthened capacities, lifelines, and response infrastructure. To be effective, there needs to be resource mobilisation ahead of disasters. Coordination among financiers, implementors, and stakeholders is vital to addressing local gaps in response and to avoid duplication of efforts and wastage.
