Quality Assessment of Macao Government-Led Public Participation in Urban Renewal—A Case Study of the ‘Macao Urban Renewal Legal System’ Public Consultation Meetings

Based on the evaluation framework and standards in Chap.  5 , an evaluation study using public consultations under the ‘Macao Urban Renewal Legal System’ as an example. Sections 6.1 describes the background of the case study. Sections 6.2 details the public participation implementation process. In Sects. 6.3, we describe the research methodology, including the use of assessment tools and the implementation of the assessment process. Sections 6.4 and 6.5 describes and discusses the results of the assessment. It indicated an overall good quality of participation, portraying it as a successful public participation activity. However, shortcomings were identified in terms of participation time, fairness, and participants’ civic awareness. The study also observed that communities play a central role in government-led public participation activities, significantly influencing the quality of participation. The rationalization of the assessment framework was also discussed and reflected upon in the light of the assessment process and findings.
