Construction of Theoretical Evaluation Framework for Public Participation in Urban Renewal

While the advantages of participation are apparent, there is limited empirical research supporting these claims. Particularly regarding whether public involvement in decision-making processes related to urban renewal authentically contributes to realizing the purported benefits. This chapter endeavors to construct an evaluation framework and criteria to assess the quality of public participation in urban renewal, especially tailored for modernized cities with small scales and abundant social capital operating under a democratic negotiated city governance model. In Sects. 5.1 and 5.2, we introduce the theoretical research foundation, existing public participation assessment frameworks, and their limitations. Sections 5.3 constructs a suitable evaluation framework and criteria specific to Macao, founded upon existing assessment frameworks and standards and woven into the local context. The subsequent part focuses on designing assessment tools for the evaluation framework and standards, encompassing the framework for survey questionnaires and semi-structured interviews, groundwork for subsequent empirical research evaluations.
