Types of Public Participation in Macao Urban Renewal

摘要

Delving into the various forms of participation can improve the integration of the local context into participation process design, foster higher-quality public participation, and consensus-building. After the return of Macao, the public participation is institutionally embedded in public policy and the decision-making in urban planning. In practices of Macao’s urban regeneration has been characterized by different types of participation. To more effectively engage public participation in urban renewal, it is necessary to conduct research on the types and characteristics of public participation in urban renewal of Macao. This chapter centers on the practice cases of public participation in urban renewal in Macao, encapsulating three primary types: (1) Government-led, (2) Community-led, and (3) Private-led (Sects. 4.1–4.4). The distinctive attributes characterizing each participation type are then summarized from participation models and information communication patterns, etc. In Sects. 4.5, the discussion entails a comparative analysis of the characteristics inherent in the three participation types, delving into nine dimensions of public engagement: participation models, information communication patterns, and decision outcomes, etc. A discussion of the roles and functions of societies in the three types, and the limitations of societies in their participation. Finally, recommendations were provided to the association’s greater role in participation.
