In the twenty-first century, the “Health Japan 21” initiative for the second phase of national health promotion focuses on the ultimate goal of “extending healthy life expectancy and reducing health disparities.” This initiative emphasizes not only individual health support but also the creation of a societal environment where the entire community collaboratively safeguards health. The utilization of social capital is highlighted as a means to showcase the impact on the health and well-being of the elderly population.
