Cultivation of Foreign-Related Rule of Law Talents

Strengthening the construction of foreign-related rule of law, participating in global governance, and striving for discourse power in international rule of law call for the cultivation of a large number of foreign-related rule-of-law professional talents. The construction of foreign-related rule of law is an important connotation of Chinese Thought on the Rule of Law, which provides the direction and defines specific tasks and requirements for the cultivation of foreign-related rule-of-law professional talents in the new era. Since the reform and opening up, China has made some achievements in the cultivation of foreign-related rule-of-law talents, but there are also multiple problems, such as the lack of top-level design, the insufficient overall number of talents, imperfect education system, insufficient language capacity and so on. Guided by Chinese Thought on the Rule of Law and driven by the problem-oriented path, this chapter presents a theoretical framework of national foreign-related rule-of-law language capacity covering “five kinds of competence”—governance, monitoring, standardization,education as well as intelligence, and puts forward some suggestions for the cultivation of foreign-related rule-of-law talents, aiming to provide some references for colleges and universities to deeply implement Chinese Thought on the Rule of Law.
