Research and Implementation of an Intelligent System for Evaluating Financial Management Performance

The financial performance evaluation results refer to the overall conclusion issued by the financial performance evaluation department, with the performance evaluation report as the main carrier, which comprehensively reflects the budget performance completion status of the performance evaluation object. Performance evaluation results are an important basis for arranging government budgets, improving policies, and improving management. From this, it can be seen that performance evaluation itself is not an end in itself. The fundamental purpose and value of performance evaluation lies in promoting government departments at all levels to manage and use financial funds more efficiently, continuously improving government public management and service capabilities, and comprehensively improving government performance efficiency. This article proposes a financial management performance evaluation method and designs and implements an intelligent system to achieve performance evaluation. The evaluation objects mainly include three modules: budget execution rate, output indicators, benefit indicators, and satisfaction indicators. The project performance self-evaluation table and self-evaluation report are output. This system provides self-evaluation basis and process for standardizing budget units and further standardizing budget performance management work.
