Protecting Community Health: The New Management Initiatives and Inclusive Engagement Under COVID-19

In this chapter, we examine the successful management experience in dealing with COVID-19 from the health risk management initiatives of the housing management sectors. Inclusive engagement in health care, building partnerships with various stakeholders and providing quality services at the neighborhood level are considered important strategies in preventing the transmission of the virus. Taking Hong Kong as a case study, our study argued that property management frontline services have been acting as significant emergency support in epidemic prevention, making significant contributions and playing irreplaceable roles in controlling the spread of the virus, promoting social and community stability and safeguarding people’s health notwithstanding the shortage of public health support in the community of Hong Kong, especially during the tough fifth wave of the pandemic outbreak period. The inclusive business model of property management sectors has become an important social force in the “last mile services” and localized emergency relief in the provision of “quasi-public goods” under the ideology of “small government and large market operation” in Hong Kong.
