As an important part of the digital economy, identifying and making full use of data elements is the key to promoting data value transformation. This article is based on the data value system and characteristics of operators and based on the cost value theory. It comprehensively considers the economic value of data, its utility to users, and market regulation, and proposes a data asset pricing model suitable for operators.
