Establishment of the Early-Warning Mechanism

摘要

Early warning can be defined as follows: before the occurrence of disasters or catastrophes and other dangers that must be borne in mind, an emergency signal is sent to the relevant departments to report a dangerous situation according to laws summarized in the past or the observance of probable precursors to avoid the occurrence of hazards without knowledge or preparation and thus to minimize the losses caused by those hazards. Prevention beforehand is better than remediation afterward, as it can reduce the loss of life and property and improve people’s ability to survive. Since early-warning technology is first applied to events such as disasters, the concept of early warning is first applied to disaster warning, which includes natural disaster and human disaster safety warnings.
