Digitalization is the current trend of this era, machine learning, AI, blockchain and other emerging technologies based on massive data are developing at a high speed, along with opportunities and challenges in various fields of society, and thus the potential value of data is gradually emerging. On the one hand, the development of data and AI technology will make the real economy and the digital economy deeply integrate and promote the modernization of governance of the state, government and society; on the other hand, the data that contain huge property value become the object of the government, enterprises and other related subjects, and also triggers the awakening of the awareness of personal data rights of natural persons. In this context, the contradiction between the large-scale exploitation of data, data security and rights protection has brought impact on the existing legal system and rule of law framework, making thus data legislation a hot topic of discussion at home and abroad. This report mainly has analyzed the progress of data legislation in major countries and regions in the world in 2021, and discussed the relevant theories, then predicted the future development trend of data legislation in China.
