In this chapter, we will establish the equivalence between the non approximate controllability and the independence of exactly synchronizable state with respect to applied controls. The main idea consists of using compact perturbation approach to rid of the uncertainty of the exactly synchronizable state. The material in this chapter is mainly taken from [1].
