Japan’s Changing ODA Diplomacy for Global Health

Japan’s policy on official development assistance (ODA) has been changing over time. In essence, Japan’s ODA strategy has been conditioned by global politics. In the postwar period, it was related to Tokyo’s postwar reparation, and was influenced by the Cold War politics afterwards. In the post-Cold War era, Japan became the top ODA donor, and recently, the ODA policy has been embedded in its diplomatic vision, namely the Free and Open Indo-Pacific (FOIP). Does Japan’s foreign policy undergo a paradigm shift in its ODA diplomacy for global health in the coronavirus pandemic world? This chapter sheds light on the development of Japan’s ODA policy and its implications for Japan’s global health policy in the COVID-19 world.
