Japan’s TICAD Diplomacy for Global Health in Africa

The Japanese government has made diplomatic contributions to development and global health of the African continent by holding the Tokyo International Conference on African Development (TICAD). The initiation of the TICAD diplomacy was 1993 prior to the adoption of its human security policy as a diplomatic pillar. Why is Tokyo motivated to contribute to the development of the African continent? To understand Japan’s approach and motivations for its Africa diplomacy, it is necessary to contextualize and examine the TICAD processes and keynote speeches given by successive Japanese prime ministers. This chapter clarifies the consistency of Japan’s commitment to the TICAD conferences as well as Japan’s strategic motivations to pursue its strategic foreign policy vision, namely Free and Open Indo-Pacific (FOIP) in recent years.
